Submissive urination is different that a potty training mistake. Also called excitement urination, this is a normal puppy behavior that most dogs outgrow. When your puppy gets excited, or wants to make a scary situation go away, the puppy squats, wiggles, may roll onto her back, and urinates. That's dog language for declaring you (or that bigger dog) to be in charge, and a puppy way of crying uncle.
